About us
IPAC was created to bridge the distance between communities and decision-making spaces. We believe that strong, resilient democracies are built when civil society has the tools, networks, and influence to shape the policies that affect their lives.
Our Origin
The idea for the Indraprastha Public Affairs Centre (IPAC) was born from a clear gap. As India entered a rapidly globalizing economy in the early 2000s, rules of governance and business were shifting in ways that left large sections of society unprepared, unheard, and marginalized. Civil society responded in many ways—some aligned with power, others launched campaigns that were passionate but fragmented. What was missing was a professional, neutral space for lobbying and advocacy—one that could build coalitions, develop strategies, and sustain meaningful engagement with decision-makers.
IPAC was established in 2008 to fill this gap. It became India’s first dedicated lobbying and advocacy centre for civil society—an organization committed to supporting campaigns without imposing its own agenda, and to ensuring that advocacy efforts remained truly owned by partner organizations and grassroots actors.

A Shared Commitment to Rights and Justice
Together, SDS and IPAC have implemented joint programs on women’s human rights, leadership development, and governance participation in states like Rajasthan, Chhattisgarh, and Manipur. This partnership creates a strong bridge between grassroots realities and policymaking spaces at the state, national, and global levels—ensuring that marginalized voices do not just get heard, but actively shape decisions that affect their lives.
Our Journey
Since its first national and regional trainings in 2008, IPAC has steadily expanded its role as a trusted support system for civil society organizations. Over the years, we have:
- Built the capacity of grassroots leaders, especially women representatives in governance.
- Supported NGOs across India in adapting to regulatory shifts such as the FCRA amendment.
- Created platforms for women leaders, Dalit advocates, and youth to influence policies.
- Expanded our focus into public health, climate change & disaster resilience and monitoring of IFIs.
Today, IPAC works closely with civil society networks and community organizations in states such as Manipur, Chhattisgarh, Rajasthan, and the Northeast, amplifying local experiences into national and international policy discussions.
Our Trustees
Our governance is led by a diverse Board of Trustees who bring experience from civil society, academia, and public service. They provide strategic guidance, uphold transparency and ensure that IPAC remains accountable to its mission and the communities it serves.
