Capacity Building for Grassroots Leaders

Real transformation begins with local leadership. At IPAC, we focus on equipping Panchayati Raj Institution (PRI) members, especially women representatives, with the knowledge and skills they need to lead effectively. Our training modules are designed in collaboration with partner organizations and community groups, making them practical and rooted in local realities.

Through workshops at state, district and village levels, we help leaders plan strategically, access resources, and deliver government schemes with confidence and accountability. Sessions cover critical themes such as women’s rights, inclusive governance and access to welfare programs. A strong emphasis is placed on women’s leadership, ensuring that their voices are central in community decision-making.

This approach has inspired transformative initiatives like the Women in Governance (WinG) network in the North-East, Women Human Rights Defenders in Chhattisgarh, and Women Leaders’ platforms in Rajasthan. Each stands as proof of the power of investing in grassroots leadership, where empowered individuals become catalysts for stronger governance, equitable communities and enduring social progress.

Resource Mobilisation & Partnerships

Great ideas need the right support to thrive. At IPAC, we strengthen the capacity of community groups and CSOs to access, manage and sustain resources. Our practical trainings cover proposal development, compliance, financial planning and donor engagement, equipping organizations to prepare strong proposals, stay transparent and make responsible use of funds.

We also focus on building bridges. By connecting CSOs with government agencies, donors and like-minded networks, we enable partnerships that pool resources, share knowledge and scale solutions. The result is more transparent, sustainable initiatives that deliver meaningful impact where it matters most.

Strengthening Access to Policymakers

At IPAC, we build bridges between communities and decision-makers, ensuring that governance begins with listening. In states like Manipur, Chhattisgarh and Rajasthan, we connect local leaders, women representatives and grassroots institutions with policymakers at district, state and national levels.

Through consultations, orientation sessions and exposure visits, communities share their realities directly with officials from departments such as Women and Child Development, law enforcement and members of parliament.

FCRA & Policy Compliance Training

For small organizations, passion and purpose must go hand in hand with accountability. Recent amendments to the Foreign Contribution Regulation Act (FCRA) have left many CSOs struggling to adapt, with important work often disrupted by regulatory hurdles. At IPAC, we address this challenge through practical training programs that simplify complex policies and strengthen institutional systems.

Our state- and national-level sessions guide participants step by step through updated provisions, showing not just what the rules are but how to apply them in daily operations. By building confidence in compliance, we help organizations create systems of transparency, accountability and sound governance. This enables them to manage resources responsibly, avoid risks and sustain their mission.

Dalit Media Advocacy

Dalit communities continue to face exclusion and invisibility in public discourse. At IPAC, we work to change this by amplifying their voices and ensuring their lived realities shape policies, conversations and collective action. Partnering with grassroots media networks and community journalists, we support efforts to document caste-based discrimination, barriers to healthcare and welfare, and stories of resilience against injustice.

Through training programs, storytelling workshops and strategic media campaigns, we help transform personal experiences into advocacy that reaches decision-makers and the wider public. This work challenges stereotypes, deepens understanding and builds dignity for marginalized communities.

Digital Rights & Online Safety

The internet has become a powerful space for civic participation, but it also carries risks of misinformation, harassment, and harmful content. At IPAC, we address these challenges through initiatives like the YouTube Flagger Program, where our team and trained community members monitor and report content that violates safety and integrity standards. This ensures that digital platforms remain safer and more accountable to their users.

Beyond content flagging, we also build cybersecurity awareness at the grassroots level. Women leaders, youth networks, and civil society groups are trained in safe digital practices—from protecting personal data to countering online harassment. By equipping communities with the skills to navigate digital spaces confidently, we safeguard their right to participate in public life without fear or exploitation.
